Title: Measuring the Risk of Road Crashes

Abstract:

The determination of the various components of road travel that represent elevated levels of risk would be a fundamental step in the reduction of risk on our roads. By identifying and prioritizing those elements that bring with them significant amounts of risk, one is able to focus on ways to reduce or eliminate the possibility of the occurrence of these elements and, in turn, reduce the risk on the roads. As has become evident, a standardized risk analysis model would be the means by which one could determine the components of road travel with the highest risks. We have developed such a model and determined the corresponding elements of high-risk. The model weighs the incident/road data from the TRaffic Accident Information Database (TRAID) against the data from the Canadian Vehicle Survey (CVS), the exposure data. Based on the methodology developed at Transport Canada, the basic risk and relative risk levels are computed for all groupings of data common to both datasets.
