Title: Challenges to Resolving Statistical Issues for an Upper Mississippi River Ecological Monitoring Program

Abstract:

Resolving statistical issues for ecological monitoring programs often has been hindered by failure to dedicate adequate resources to design and analysis. This thesis is explored using, as a case study, the Upper Mississippi River's Long Term Resource Monitoring Program (LTRMP). The LTRMP's $5 million per annum program was initiated in 1988 and switched to the use of probabilistic designs in 1993; it samples approximately 100 water, fish, vegetation, and invertebrate variables. The designs are stratified random with nonproportional sampling among spatial strata; some variables are sampled annually and others multiple seasons per year. Objectives include both estimating status and trends and ecological research using primarily monitoring data. Despite the relative complexity of the program, resources devoted to statistical support have historically been meager: 0% of budget in 9 of 18 years and 1% of budget in the remainder. The sources of this mismatch are explored, as are the program's analytical accomplishments, current challenges, and lessons learned.
