Abstract:

As part of the preparation for the 2010 Census, research is being conducted on the Census 2000 Accuracy and Coverage Evaluation (A.C.E.) estimation and sampling to find ways they can be improved. One such avenue is the use of logistic regression modeling to find possible overparameterization in the formation of population groups by including many nonsignificant interactive effects, effectively ignoring high correlation between persons with similar, but not identical, poststratification characteristics. To study the relationship among Census participation rates for different population groups, methods must be developed to measure the significance of their rates under the complex design of the A.C.E. sample. Methods derived from important publications in the field of complex sample design are applied to Census coverage measurement data, with implications for the formation of population groups for study and possible refinements to sample design development.
