Title: Quality Assurance Efforts for the 2006 Census Test Requirements Management Process

Abstract:

Since Census 2000, the U.S. Census Bureau has been developing a comprehensive quality assurance strategy for the 2010 decennial census. A first step toward implementing this strategy is occurring during the 2006 Census Test. The Decennial Directorate started using a formal requirements management process for the 2004 Census Test and has continued that effort with an improved process for the 2006 Census Test, in which a standard was developed for defining, managing, and accepting requirements. In the 2004 Census Test, the focus was on implementing the process with no formal effort to ensure all projects followed the process consistently. For the 2006 Census Test, we will test a formal quality assurance process that will assess whether projects consistently follow the established standard practices for requirements management. This paper describes the quality assurance activities to be implemented on the 2006 Census Test requirements management process. If available, this paper also may include results from the quality assurance process.
