Title: Evaluating Net Coverage on the Census Bureau's Master Address File Using Independent Housing Unit Estimates

Abstract:

The Census Bureau maintains a nationwide address database called the Master Address File (MAF) to document the address or comparable location description of every living quarter in the United States. The Census Bureau uses this address list as a frame for the full range of demographic statistical programs, including the decennial census, the American Community Survey (ACS), and other demographic surveys. It is critical to these programs that the MAF be as accurate and complete as possible. In this study, we will look at the national level of coverage to get an overall view of the MAF in addition to county-level coverage estimates. We also examine ungeocoded and EDS records to gauge their influence on the coverage estimates, as these records are treated differently by the ACS and decennial Census. In this study, we use independent housing unit estimates produced from the Dual System Estimates and Population division housing unit estimates to produce our measures of truth for each year. This allows us to obtain nationwide and county-level net coverage estimates at a fraction of the cost of a full-scale field operation, yet obtain useful information to guide MAF improvement.
