Title: Evaluating the Frame Development Operation for Group Quarters

Abstract:

The design for listing group quarter addresses in the 2004 Census Test represents a significant departure from the Census 2000 procedures. In the Census 2000, the Census Bureau managed the development of the GQ inventory at the Special Place level. The address frame development processes for housing units and GQs were independent of each other. This sometimes resulted in the duplication of addresses on the MAF, once as a housing unit and again as a GQ. As a result of this, some addresses received a housing unit questionnaire and were visited during the enumeration of Group Quarters. Since the Special Place was the point of contact, the locations of Group Quarters were not verified by canvassing the location. This led to errors in geographic allocation of the GQ population. The goal in designing Group Quarters listing methods for the 2004 Census Test was to develop a comprehensive listing of Group Quarters facilities in a manner integrated with the creation of the housing unit listings on the Master Address File.
