Title: Lessons Learned in the 2004 Census Test of Overseas Enumeration

Abstract:

For the first time, the U.S. Census Bureau tested methods to enumerate Americans living abroad. As part of the 2004 Census Test, the Census Bureau conducted an Overseas Enumeration operation in France, Kuwait, and Mexico. The objective was to evaluate the feasibility, quality, and cost of counting and collecting data from U.S. citizens living overseas---including private U.S. citizens, military personnel, and federal workers and their dependents. This paper presents lessons learned in the Overseas Enumeration operation, including issues with cooperation in the outreach efforts; the effect of outreach on awareness and participation; logistics issues associated with distributing the questionnaires and respondents' obtaining, accessing, and submitting the questionnaire; and capturing, verifying, and processing the data.
