Title: Using Automation To Improve the Quality of the Nonresponse Followup Operation in the United States Decennial Census

Abstract:

For the 2004 Census Test, if a completed questionnaire was not received from a housing unit, an enumerator visited the housing unit to complete the questionnaire in person via a handheld computer. This followup operation was called Nonresponse Followup (NRFU) and marked the first time the U.S. Census Bureau used automation to collect and improve the quality of NRFU data. The quality-control component of the NRFU operation was called the Reinterview (RI). Its purpose was to determine the veracity of the census data collected by the enumerators by conducting followup interviews. If a case failed RI, the Census Bureau used an automated RI program called the NRFU Matching, Review, and Coding System (MaRCS) to find out why. Through NRFU MaRCS, an investigator could compare the original interview data to the RI data, examine past cases completed by both the original and the RI enumerator, and document and code the outcome of the investigation. Through NRFU MaRCS, the Census Bureau also monitored the RI program in real time. This paper discusses how NRFU MaRCS was a significant improvement over the previous paper-and-pencil RI methods.
