Abstract:

In preparation for the full engagement of the American Community Survey (ACS) in 2008, a subcommittee of the Federal ACS Advisory Committee was created to examine the usefulness and adequacy of questions on disability currently being used in the ACS. This presentation maps the elements of that process, including the identification of mandated needs for disability data, identification of the purposes of measurement, development of a basic set of components to address those purposes, extensive cognitive testing for all methodologies to be used in the ACS, and the recommendations---with rationale---made to the Federal ACS Advisory Committee.
