Abstract:

In Principles and Practices for a Federal Statistical Agency (Third Edition, 2005), the Committee on National Statistics (CNSTAT) cites the important role of the Federal Committee on Statistical Methodology as a force to improve statistical methods and data quality across the very decentralized U.S. statistical system. This talk will comment on FCSM's contributions from the perspective of a long-time observer and outside evaluator of federal statistical agencies and programs. Several FCSM working papers that contributed to improving methods and quality across the system will be presented. It also will comment on ways for obtaining outside input into the FCSM work while maintaining its role as a federal staff operation that facilitates working relationships and professional development of statistical agency technical staff. Finally, the talk will identify several areas of opportunity for future initiatives by the FCSM.
