Title: Estimating Resources for Poverty Measurement

Abstract:

This paper describes a new approach to measuring the resources available to people and families in order to compare to a poverty threshold for the determination of poverty status. The measure follows recommendations of a panel of experts at the National Academy of Sciences (NAS) published in 1995 and further responds to comments on several reports by the Census Bureau and a more recent NAS workshop held in June 2004. Following a description of the proposed changes to the official measure, a revised measure is calculated and compared to the current official measure. This measure is intended to capture noncash benefit programs aimed at needy families and necessary expenses such as taxes and medical care costs that are not included in the official poverty measure. Differences in characteristics of the poverty population under the two measures are examined. Other statistics, such as poverty gaps, are calculated and discussed.
