Title: Unified Metadata Management Framework for Economic Statistics

Abstract:

The Economic Statistics Data Centre at the Australian Bureau of Statistics is responsible for "front end" processes, from frame creation through questionnaire design, sample selection, dispatch, data collection and follow-up, and all economic surveys. It is replacing an organizational structure in which the surveys were semiautonomous "stovepipes." The challenge is to develop and install integrated procedures and systems across the survey suite. A key to doing so is a unified metadata management framework. This paper outlines the development and implementation of the framework. Starting from an analysis of the core business processes involved in survey design and operations, the corresponding metadata element inputs and outputs are determined, rationalized, and unified---with particular attention being paid to their identification. The resulting framework is built on three main pillars, dealing with metadata from perspective of content, coverage, and data.
