Title: Design of the Q-Bank: Determining Concepts, Content, and Standards

Abstract:

Launching the Q-Bank required numerous design decisions. For example, what specific data fields should be included in a database of cognitive interview findings? How should the key concepts be defined? What procedures should be in place to ensure the quality of data entered? This paper focuses on the conceptual underpinnings of Q-BANK, based on the designers' intent to create not only a repository of pretesting results, but also a data-driven means for elucidating the relationship between survey characteristics and response errors. In order to meet these objectives, Q-Bank includes numerous fields about the characteristics of tested questions in addition to fields related to survey design, target population, mode, and the methods used to evaluate questionnaires. A taxonomy of the most common response errors identified through pretesting also was developed. The paper reviews what is included and how some key design decisions were made regarding the conceptualization of these fields---all vital decisions if Q-Bank is to fulfill its potential as both reference source and research tool.
