Title: The Washington Group on Disability Statistics: International Efforts toward Comparable General Disability Measures

Abstract:

The Washington Group (WG) is a City Group operating under the aegis of the United Nations Statistical Commission. Our main purpose is the promotion and coordination of international cooperation in the area of health statistics by focusing on disability measures suitable for censuses and national surveys to provide basic necessary information on disability throughout the world. Our main objectives are to develop a small set/s of general disability measures; recommend an extended set/s of items to measure disability as components of population surveys/supplements; and address methodological issues associated with disability measurement. To date, the WG has used the ICF model as a framework; agreed on equalization of opportunities as the purpose of the general and extended measurement sets; reached conceptual agreement on a draft set of questions for the general measure (wording revisions required); formed a workgroup operating in conjunction with a consultant to develop six implementation protocols for pretesting the general measure; begun development of the first extended measurement set; and formed a workgroup to address methodological issues such as full population coverage.
