Abstract:

The Medicare Current Beneficiary Survey (MCBS) conducted by the Centers for Medicare and Medicaid Services (CMS) collects comprehensive data on a variety of health-related topics for nationally representative samples of Medicare beneficiaries. The survey employs a rotating panel design in which approximately one-fourth of the existing sample is replaced each year. Once drawn into the sample, a participating beneficiary remains in the study for up to four years. The MCBS uses a stratified, clustered multistage probability sample design. In 2001, after 10 years of data collection, the primary sampling unit (PSU) sample was redesigned and reselected. This paper evaluates the variance components associated with the current sample that would be useful for future design purposes. Alternative forms of generalized variance functions also are evaluated and presented to provide users of MCBS data with a quick and approximate way to obtain sampling errors.
