Title: Mean Square Error Analysis of Health Estimates from the Behavioral Risk Factor Surveillance System for Counties along the United States/Mexico Border Region

Abstract:

The Behavioral Risk Factor Surveillance System (BRFSS) is a state telephone-based survey of the civilian noninstitutionalized adult population residing in the United States. Consequently, the BRFSS final weights that are currently available are designed to produce unbiased estimates of sociodemographic and health characteristics at the state level. In addition to state and national level BRFSS estimates, there are two geographical subpopulations of interest: the 44 counties within 100 kilometers (62 miles) of the border, as defined by the "Healthy Border 2010 Program" of the United States-Mexico Border Health Commission, 25 counties that are contiguous to the U.S./Mexico Border. The purpose of this paper is to investigate alternative ways of producing border region weights/estimates by collapsing rows or columns by age-gender-ethnicity/race for these two border regions. A mean square error analysis is performed by observing the effect of collapsing on bias and variance for estimates of several BRFSS sociodemographic and health characteristics.
