Title: EIA's Natural Gas Production Estimation Predicament and Proposed Solution

Abstract:

This paper documents the need for and development of the EIA-914, the new monthly natural gas production survey, during 2004. It includes a quick summary of previous procedures and data, their shortcomings, and the current data needs. This is followed by a description of the process used to design the forms and instructions. The paper concludes with brief introductions to the frame, the sampling methodology, and the selection of the estimation and imputation methods, all to be explained in greater detail in subsequent papers.
