Title: Overview of the Establishment Sampling Frame, Computer Edits, and Imputation Methodology Used for the 2002 Commodity Flow Survey

Abstract:

Results from the Commodity Flow Survey (CFS) are used to produce estimates on the movement of goods shipped in the United States by manufacturing, mining, wholesale, and select retail establishments and by warehouses and managing offices that primarily provide support to multiestablishment companies. The survey is conducted as part of the quinquennial Economic Census and is undertaken through a partnership between the United States Census Bureau and Bureau of Transportation Statistics. This paper will discuss various aspects of the 2002 CFS, including the construction of the establishment sampling frame based on information from the Census Bureau's Business Register, the 1999 Annual Survey of Manufacturers, the 1997 Economic Census, and the 1997 CFS; the computer edits used to identify data that required review by the survey analysts; and the methodology used to impute a reported shipment's value or weight, which was missing or failed the computer edits.
