Title: University Participation in the Advanced Technology Program

Abstract:

The Advanced Technology Program (ATP) is a public-private partnership aimed at developing and commercializing high-risk and enabling technologies. Universities are key institutions in the U.S. innovation system and nearly 60% of ATP projects involve university participation. A study of ATP projects funded between 1991 and 1997 found that projects with university participation tend to involve "new" science, encounter more difficulty and delay than those without university involvement, but are also more likely to carry through to completion. This paper will carry out a broader analysis of university participation and project performance, using broader metrics for project outcomes, including data from ATP's Business Reporting System, and measures of patents and publications.
