Abstract:

During the past decade, electronic surveys have gone from disk-by-mail Computerized Self Administered Questionnaires to interactive and downloadable internet surveys. The U.S. Census Bureau recently met the challenge of offering the 2002 Economic Census electronically to all business respondents. Business web sites at the U.S. Census Bureau were initially created for data users, but are now being designed to support electronic reporters. During this growth of electronic media, the usability testing of electronic surveys for businesses has become a common practice at the U.S. Census Bureau. Usability testing helps to ensure that the electronic media being used by respondents support the effective completion of economic surveys. This paper will describe techniques used to test electronic media for business respondents, and will highlight selected results from testing. We will describe how the challenges of conducting usability tests with business respondents have been addressed. Topics include onsite testing, efficient use of limited resources, and effective testing with prototypes.
