Abstract:

Policymakers are increasingly interested in getting the total number estimations of drug abusing arrestees in addition to the total number of arrest incidents. Using a representative sample of Arrestee Drug Abuse Monitoring System (ADAM) data from 2000-2002, this study assesses the extent of recidivism among more than 60,000 adult male and female arrests and examines, through Poisson regressions, whether the empirical correlates of arrestees' recidivism and offending pattern are variant or invariant across various urban sites. The authors propose a weighting scheme and evaluate its utility in modeling a variety of drug abuse and acquisition activities. The authors also discuss some of the strengths and weaknesses of recidivism analysis and suggest future directions for policy and statistical research.
