Title: Using Statistical "Footprints" of Reverse Discrimination in Adversarial Proceedings
Author(s): Peter Morrison*+
Companies: RAND Corporation
Address: 1700 Main St., Santa Monica, CA, 90407,
Keywords: discrimination ; minority ; demography
Abstract:

This presentation considers an instance of the controversial use of racial preferences in school admissions: a racially based quota system for admitting applicants to a public school program for gifted students. The system was challenged legally as denying admission to qualified nonminority applicants. I focus on how applied demographers clarify issues in dispute and fit empirical measures to legal standards that apply. Revealing the statistical "footprints" of discrimination can narrow the scope of controversy and motivate an out-of-court settlement.
