Title: Quality Lessons from 2001 U.K. Census and Plans for the Future

Abstract:

The 2001 U.K. Census focussed on quality in every aspect of Census taking from questionnaire design through to the production of output. It is the first Census where the scanning, recognition, and coding of data was contracted out to an external contractor. This presented new challenges in measuring and monitoring quality using the latest technology and in partnership with the contractor. The validation of the data was predominantly an automated process with built in quality checks. This paper describes the successes of this approach to quality management. It will describe the lessons learned and how these will be built upon for the future.
