Abstract:

In 1988 the National Center for Education Statistics (NCES) received its first agency specific confidentiality laws. At that time, NCES formalized its existing confidentiality procedures, formed a Disclosure Review Board to oversee the release of public-use files, and instituted a restricted-use data licensing process to allow qualified researchers to conduct statistical analyses of NCES restricted-use data in a secure environment at their home institutions. Since that time, computer availability and computer power have increased immensely, causing new disclosure risks. As a result, NCES confidentiality procedures have been updated over time. This paper describes the evolution of the disclosure risk avoidance procedures employed by NCES, including a recent redesign of the procedures.
