Title: Use of Administrative Data in Australian Retail Trade Statistics

Abstract:

This paper describes how the recent availability of a whole government business register operated by the Australian Taxation Office has created a number of possibilities for the measurement of retail trade in Australia. These possibilities include the substitution and/or supplementation of directly collected survey data with administrative data, and the use of different benchmarks. To realize these possibilities, a number of important issues need to be considered including the alignment of statistical units, the timeliness of the administrative data, and any differences in measurement. A number of other issues of interest to the collection of retail statistics in Australia will be briefly covered. These include credit card and debit card data and how well they align with the directly collected data, the contribution of gambling revenue in "retail" businesses and adjustments made in the seasonal adjustment process to cater for the variable timing of moveable events like Easter and Fathers' Day.
