Abstract:

Conducting a free-standing national survey to gather information about homeless persons and the programs that serve them is extremely expensive and time-consuming--key reasons why it has only been done twice. The 1987 and 1996 national surveys have served myriad purposes, but their utility does not last forever. Goals of data-gathering efforts include (1) estimating the size of the homeless population, at a point in time and over time; (2) describing patterns of homelessness, service needs, characteristics of homeless people; (3) describing structures and availability of homeless-related programs and services. To accomplish these goals, will it be most useful to conduct a third national survey, which of necessity must be point-in-time? Or are there other options that offer better data, greater feasibility, easier repetition, more in-depth treatment of important issues? This presentation will discuss the options, including how one might incorporate homeless management information systems into various designs.
