Abstract:

The E-Government Act of 2002 was passed by Congress and signed into law by the president on December 17, 2002 as Public Law 107-347. Title V of this act is the Confidentiality Information Protection and Statistical Efficiency Act (CIPSEA) of 2002. CIPSEA contains two subtitles, the first covering the protection of information collected under a pledge of confidentiality for statistical purposes, and the second covering sharing of business data between three designated statistical agencies. This paper will provide an overview of the provisions of CIPSEA along with a brief history of the legislation and discussion of the implications for federal statistical agencies and programs.
