Abstract:

This paper presents the evolving work on data quality assessment at the Bureau of Transportation Statistics (BTS), an independent statistical agency within the U.S. Department of Transportation (USDOT). The mission of BTS is to lead in developing transportation data and information of high quality, and to advance their effective use in decision making. BTS has particular responsibility for evaluating the quality of data used in USDOT performance measures. This paper highlights the data quality methodology developed at BTS. The methodology articulates three components: the evolving organizational mission, expert review of methodology, and review response, including real-world applications. The results of the expert review process are presented.

This evolving methodology has been piloted in the data quality assessment of a major BTS data system. The rsults of the assessment in terms of data quality as "inputs" to and "outputs" from the data system are highlighted. The presentation also includes "lessons Learned" to other organizations that may be considering adopting such a program.
