Abstract:

As part of a long-term effort to improve the Survey of Income and Program Participation (SIPP) core interview, Census Bureau staff implemented numerous changes throughout the SIPP questionnaire, and evaluated those changes in a series of field experiments. For the sections of the instrument concerned with assets and transfer programs, the primary goals were of two general types: "interview process" improvements, which would increase efficiency, reduce burden, improve the overall "flow" of the question sequence, etc.; and data quality improvements, specifically, to reduce the "seam bias" in month-to-month transition estimates, and to reduce item nonresponse for asset income amount reports. This paper highlights the changes that will be implemented in the SIPP instrument for the 2004 SIPP Panel and discusses their likely impact on key estimates.
