Abstract:

After almost every recent census there have been claims that the most recent census is the best census ever (often accompanied by counterclaims as to its deficiencies). This paper attempts to look at the historical record to see how good or bad recent historical censuses have been. While the primary emphasis will be on the measurement of relative census coverage, the paper also addresses related issues of census quality such as the level of missing data (and consequently allocation) for recent censuses.
