Title: Recent Trends in Temporary Migration Between Canada and the United States

Abstract:

This paper describes data sources in Canada and the United States that can be used to measure temporary migration flows between the two countries. A particular focus will be on flows that have occurred since the early 1990s under provisions of the North American Free Trade Agreement. Migration flows under other administrative programs will also be discussed. The paper will discuss conceptual problems in using administrative flow data to estimate the volume of temporary migration between the two countries and will describe work that has been undertaken to overcome some of these problems. In addition, the paper will discuss challenges in estimating the impact of temporary migration on domestic labour markets. Finally, the temporary migration flows will be compared to estimates of more permanent migration between the countries.
