Abstract:

A primary goal of PRWORA 1996 was reducing welfare dependency through job preparation and employment. Rather than focusing solely on documenting program eligibility, caseworkers must now develop a program that will assist welfare recipients in preparing for employment and finding a job. Prior work with the SPD:1st longitudinal file found that for approximately 1.1 million individuals that moved from welfare to work between 1993 and 1997, over one-third were employed in low-wage, service sector jobs. Using the SPD:2nd longitudinal file, supplemented with data for occupational measures from the dictionary of occupational titles, a better picture emerges on both the scope and nature of jobs that former welfare recipients get. In addition to descriptive statistics for SPD:2nd longitudinal file cohort, the model results identifying transitory and permanent characteristics associated with employment outcomes are discussed.
