Title: Effect of Alternative Data Collection Modes on Cooperation Rates and Data Quality

Abstract:

The Census Bureau conducted the 2003 National Census Test which consisted of three components. The three components included various response mode options, new and additional contact strategies, and alternative race and Hispanic origin questions. The self-response data collection modes included in the test were mail, Internet, and Interactive Voice Response. This paper will present the analysis of the response rates for the alternative data collection modes. It will also examine item nonresponse and form completeness as it relates to response mode options. This analysis will help identify alternative modes to use in the future for increasing self-enumerated response to the census.
