Abstract:

The estimates of Census 2000 coverage available in March 2001 using the Accuracy and Coverage Evaluation (ACE) Survey were not acceptable because ACE failed to measure significant numbers of erroneous census enumerations and there were suspicions that ACE did not adequately measure residency status. While the Census 2000 data products will not be corrected, it may be possible that improvements could be made to the post-censal population estimates used for survey controls. This is the Bureau's motivation for correcting errors in the ACE data and developing improved estimates of the net undercount. We refer to these as ACE Revision II estimates. ACE Revision II estimates will provide a better understanding of the sources of coverage error in Census 20000 which will help determine how they can be prevented or reduced for the 2010 Census. The ACE Revision II estimates will also help in developing a better design and methodology for coverage measurement in 2010. This paper discusses the motivation and general approach. Some basic ACE Revision II results are also presented.
