Title: Correlation Bias Estimation in ACE Revision II

Abstract:

Dual-system estimation can be subject to a type of error known as correlation bias. This occurs if the inclusion probabilities of the census and associated coverage survey are not independent of each other. Correlation bias generally leads to an underestimate of the population. Estimates of correlation bias have been calculated by comparing the dual-system estimates (DSEs) to estimates obtained from demographic analysis or to estimates calculated from alternative poststratification DSEs or more general models. Correlation bias estimates for the Accuracy and Coverage Evaluation (ACE) Revision II were calculated through the use of a modeling procedure that compared the dual system estimates with results obtained from demographic analysis. This paper describes this modeling procedure, and results are presented for the age-race groups for which it is possible to calculate correlation bias estimates. Other models that estimate correlation bias are discussed, and results are presented for these models applied to the ACE Revision II data.
