Abstract:

This paper explores the effect of interviewers on nonresponse in a RDD (Random Digit Dialing) survey. Interviewers are a key element in minimizing different sources of errors; however, they can also be the main causes of nonresponse and response variability. This paper attempts to measure the interviewer variance in the California Health Interview Survey (CHIS 2001). CHIS 2001 focused on public health and access to health care in California. CHIS 2001 produced estimates for the whole state, for the larger counties in the state, and for groups of the smallest counties in the state. In this paper, the analysis attempts to separate the variability in response rates due to the interviewers from external factors such as location of respondent, time of interview, etc.
