Abstract:

The EIA weekly gasoline price survey is a survey that produces estimates of national and regional level gasoline pump prices, as well as separate estimates for select states and cities, two formulations and three grades of gasoline. An expansion of the survey to include more city estimates required a frame and sample redesign. The sample was redesigned, moving from a multi-phase sample design that used a monthly survey as phase I, to an area sample which selects counties and uses a commercial establishment-level frame. This frame allows direct selection of stations that previously were selected by the sampled company's corporate office, i.e., a change in the sampling unit. This study examines contact rates, refusals and frame errors by region, State and outlet affiliation. For further study, a small sample of outlets was selected and visited in person to determine directly the price of gasoline. These data were used to evaluate frame error, compare the prices of respondents and non-respondents, and verify the prices provided by the participating stations.
