Title: Quality Management in the 2006 Canadian Census of Population

Abstract:

The Canadian Census Program is introducing significant changes to its collection and processing methodologies for the 2006 Census, for example we will be mailing out questionnaires to a majority of dwellings, offering an Internet response option and capturing most of the responses through image recognition. In addition, a significant portion of the processing activities are being outsourced to a private sector contractor. Because of this new and more integrated approach, the Canadian Census will implement a formal Quality Management Plan for the 2006 Census of Population. This paper will discuss the methods used to create, get buy-in and implement a Quality Management Plan for the Census, especially in respect to the Integrated Project Teams that will be implemented to work with the contractor. This paper will also discuss the status of the Quality Management Plan, the lessons learned to date, and the anticipated challenges that lie ahead.
