Recent simulation results indicate that the chances of successfully identifying main effects in completely randomized fractional factorial experiments are lower than one might expect. This suggests that criteria that relate to the identifiably of interactions are associated with goals that are often unachievable. Therefore, this paper explores the application of easier-to-understand outcome-based criteria for investigating the value of randomization and facilitating trade-offs between randomization and experimental cost savings. A new class of experimental plans is proposed and compared with alternatives derived from aberration and precision criteria.
