Title: Technical Issues and Developments in the ACE Revision II Estimation

Abstract:

In October 2001 the Census Bureau determined that estimates from the Accuracy and Coverage Evaluation (ACE) survey contained significant errors, and so decided not to use these estimates to adjust results of the 2000 census. Revised preliminary estimates that corrected some of these errors were developed for broad aggregate groups. The Bureau has now completed an effort (ACE Revision II) to develop coverage estimates that more fully correct for the errors and provide more detail than the revised preliminary estimates. I discuss technical issues and developments in the ACE Revision II estimation including (1) use of a double sampling adjustment to incorporate recoded data from the ACE revision sample (a subsample of the original ACE sample), (2) incorporation of results from the ACE Revision II duplicate study in estimating erroneous enumeration (EE) rates and match rates, (3) use of different poststrata for estimating EE and match rates and for synthetic estimation, and (4) adjustment for correlation bias in estimates for adult males. The paper discusses how these developments enhanced traditional dual system estimates and presents empirical results.
