Title: Overview of the ACE Revision II Estimates Process

Abstract:

After Census 2000 the Census Bureau's Accuracy and Coverage Evaluation (ACE) Survey results were found to be flawed; measurement errors were uncovered by the extensive evaluations undertaken. Specifically, significant numbers of erroneous enumerations, especially duplicate enumerations, were not detected by the survey. We have just completed a process by which we have revised the coverage measurement estimates: First, major errors were corrected within a subsample of the ACE data either using computer algorithms or during a clerical review of suspect cases within the ACE subsample. The measurement error corrections generated new missing data, e.g., cases considered complete that were changed to incomplete. We adjusted for these missing data using noninterview adjustments or imputation. Duplication was a major problem. In the ACE Revision II estimates process we were able to search the entire Nation for duplicates of people in the survey. We used computer matching to link possible duplicates and modeling to account for our confidence in these links. All of these aspects of the ACE Revision II estimates were pulled together in our estimation process.
