Abstract:

The goal of the Decennial Census is to count everyone once and in the correct location. People in a household can be missed or counted incorrectly in a housing unit. Undercount and overcount coverage questions would improve within household coverage. An undercount coverage question would add people who would otherwise be missed in this household. An overcount coverage question would identify people who would be erroneously enumerated if left in this household. The census residence rules are not always followed. One approach to correctly enumerating people within households is to identify types of people who want to be counted in contradiction to our rules and remove them from the household. We will be testing the feasibility of asking coverage questions and creating a household that fits our residence rules.
