Abstract:

Since the mid-1990s the Census Bureau has been developing a database of addresses to be used for Decennial Censuses and other Census Bureau surveys. This database is called the Master Address File (MAF). The first nationwide use of the MAF was the creation of a control file for Census 2000 address list-building and enumeration operations using selected records from the MAF. The MAF was used to define the address list for the operations, and in turn, the operations fed results back into the MAF. We examine these operations to determine their incremental impact in terms of adding new addresses, verifying existing addresses, deleting addresses, and correcting or updating existing addresses. Evaluating an operation's effectiveness and relevance for keeping the MAF updated involves the final resolution of addresses in the Census process and the operational impact. This final assessment of the Census 2000 Master Address File explains what occurred in Census 2000 and helps us plan for the 2010 Census.
