Title: Estimation Methodology and General Results for the Census 2000 ACE Revision II

Abstract:

The Accuracy and Coverage Evaluation (ACE) Survey produced estimates of Census 2000 coverage in March, 2001 using the Dual System Estimation (DSE) methodology. These ACE estimates failed to provide adequate estimates of Census 2000 coverage because the ACE failed to measure significant numbers of erroneous census enumerations. To produce better estimates of Census 2000 coverage, it was necessary to correct for this and other measurement errors in the ACE data. Additional information from the evaluation follow-up and the matching error study were used in conjunction with the original ACE data to reduce measurement error. These auxiliary data were only available for a subsample of the ACE and did not correct for a large number of those erroneous enumerations that ACE failed to detect. To account for these erroneous enumerations missed by both the ACE and the evaluation, the results of the Census duplicate study were used to modify both the Census correct enumeration rate and the omission rate. This paper presents and explains the detailed ACE Revision II DSE formula and presents general results.
