In 1995 the National Academy of Sciences (NAS) released a report recommending revisions of the official measure of poverty. Among the many recommendations they listed was that of using the Survey of Income and Program Participation (SIPP) as the basis of official income and poverty statistics. Since that recommendation, the Census Bureau has conducted research developing a set of alternative measures using the Current Population Survey (CPS). These measures have followed the recommendations of the NAS panel with variations on measurement issues. Those alternative measures appear in two Census Bureau publications on the topic and in recent official reports on poverty in the U.S. The work described here uses the 1996 and 2001 panels of the SIPP to estimate poverty rates using the alternative measures. Comparable measures for these years using the CPS are also calculated. This paper presents both sets of alternative poverty measures and describes differences based on the different sets of data. Changes over the time period from 1996 to 2001, as measured by the two surveys, are examined and differences are described and analyzed.
