Title: Counting People with Disabilities: A Comparison of Disability Measurement in Census 2000 and the American Community Survey

Abstract:

Census 2000 found 49.7 million people with a disability in the civilian noninstitutionalized population 5 years old and over, representing 19.3% of that population. The Census 2000 Supplementary Survey (C2SS), a national sample which used the American Community Survey (ACS) design, counted 39.6 million people (15.6%) with a disability in a similarly defined population. Since both these surveys use the same disability items on the mail out questionnaire, this difference needs to be explored to understand the root of the apparent discrepancy. The ACS is designed to provide data similar to that included on the decennial census long-form annually by collecting data in each month of the year. As an operational feasibility test, the C2SS gathered data from 700,000 households using the ACS questionnaire and methodology from January to December of 2000. This overlapped with Census 2000 operations which were concentrated primarily from March to August of 2000, based on an official collection day of April 1, 2000. This research investigates some of the operational and methodological differences in the surveys which may contribute to the observed differences.
