Abstract:

Recent research has demonstrated that methodological enhancements intended to improve response rates in telephone surveys may have differential impacts on subpopulations. An understanding of these differential impacts will inform the decision to apply the enhancements, and may lead to better comparisons to data collected in prior years. This paper assesses the impact of two potential methodological enhancements to the BRFSS survey design, the use of advance lead letters and the delivery of scripted messages on answering machines. The data come from an experimental study with approximately 1,600 respondents (800 in each experiment--400 treatment and 400 controls in each), following standard BRFSS protocol. The experimental RDD sample frame will be matched to secondary data sources to identify the addresses associated with each phone number. These addresses will be used to assign the phone numbers to different demographic subpopulations. The subpopulations will be examined to assess the differential impact of the treatments on the response rates and initial refusal rates.
