Title: Optimum Nonresponse Subsampling Rate for the American Community Survey

Abstract:

The American Community Survey currently samples 1-in-3 of the nonrespondents in the personal visit phase of the survey. The rate of 1-in-3 is needed assuming a nonresponse rate of forty percent and the variance of the total population is the same as the variance for the nonrespondents. What subsampling is required if the nonresponse rate increases or the variance of the nonrespondents is different from the population variance? This paper will examine the subsampling rate for different nonresponse rates. The paper will also evaluate the assumption about the variances, and if not true see how the subsampling rate is affected.
