Title: Evaluation of the ACE Revision II Estimates of Census 2000 Coverage Error

Abstract:

This paper discusses the quality of the Census Bureau's revised estimates of coverage error in Census 2000 from the Accuracy and Coverage Evaluation Survey (ACE). In March 2001 the original ACE estimated a 1.18 percent undercount in the Census 2000 population size of 281,421,906. However, the Census Bureau found that undetected duplicate enumerations in the census were a major source of error in the ACE estimates. The Census Bureau's initial attempts to address the additional erroneous enumerations produced a revised early approximation of 0.06 percent undercount. Subsequently, the ACE Revision II operation extended this work and produced revised estimates. The estimation used the PES-C version of dual system estimator with adjustments to account for duplicate census enumerations, other measurement errors, and correlation bias. The discussion of the evaluations of the ACE Revision II estimates includes an overview of the evaluations that focused on an individual sampling and nonsampling error components as well as comparisons of the relative error between the census and the ACE Revision II.
