Title: Small Area Modeling for the American Community Survey

Abstract:

The American Community Survey is planned to take the place of the Decennial Census's long form sample for the 2010 census, and it will publish estimates down to the census tract level. Taking advantage of independent data such as administrative and census data, we will investigate whether small area estimation techniques can improve the overall estimates and estimates of specific characteristics for counties and census tracts. EBLUP and hierarchical Bayes estimators will be applied to the problem. By analyzing data from the 2000 American Community Survey Comparison Test, we will be able to compare our estimators against "true" population values from Census 2000.
